El Centro Regional Ramsar en Panamá comenzó actividades en firme el 5 de enero de 2004, con el nombramiento y entrada en funciones de la Directora Ejecutiva, Lic. Rosa Montañez Gallego, de nacionalidad panameña. La Sra. Montañez es graduada en derecho y ciencias políticas y candidata a maestría en Gestión Ambiental en la Universidad Latinoamericana de Ciencia y Technología (ULACIT), y viene de dirigir el Centro Internacional para la Capacitación Ambiental CICA, en donde diseñó e hizo seguimiento a un programa de fortalecimiento para ONG dirigido a la conservación de la cuenca hidrográfica del Canal de Panamá. En los últimos años ha dirigido y coordinado proyectos en el campo ambiental financiados por donantes internacionales (Grassroots Grant Assistance Program del Gobierno de Japón, Wildlife Conservation Society, Jacobs Foundation), siendo responsable también de las relaciones interinstitucionales y gubernamentales de dichos proyectos. Ha sido miembro de equipos interinstitucionales trabajando sobre el Corredor Biológico Mesoamericano, el Plan General del Área del Canal de Panamá, entre otros.

Por el momento, el centro tiene una sede provisional en las instalaciones del Centro del Agua del Trópico Húmedo para América Latina y el Caribe (CATHALAC). En estos meses, además de finalizar con la instalación de las oficinas y demás aspectos administrativos, se elaborará el plan de trabajo anual del centro, se diseñará la estrategia de recaudación de fondos y se identificarán los potenciales aliados estratégicos. Del 3 al 11 de marzo, la Sra. Montañez estará en la Secretaría de Ramsar en Gland para un período de inducción sobre la Convención, su funcionamiento y las prioridades regionales.

News from the Ramsar Regional Center - Panama

The Ramsar Regional Center in Panama began formal activities the 5th of January 2004, with the start in office of the Executive Director Ms. Rosa Montañez, from Panama. Ms. Montañez has a background in Law and Political Science and is an MSc candidate in Environmental Management at the Universidad Latinoamericana de Ciencia y Technología (ULACIT). As director of CICA (International Center for Environmental Training), she designed and followed up an NGO capacity building program for conservation in the Panama Canal Basin. In recent years she has directed and coordinated environmentally-related projects funded by international donors (Grassroots Grant Assistance from the Government of Japan, Wildlife Conservation Society, Jacobs Foundation), being in charge of relationships with other institutions and governments. She has participated as member of several inter-institutional teams working on the Mesoamerican Biological Corridor, the General Plan for the Panama Canal Area, amongst others.

Provisionally, the Ramsar Center is being hosted by the CATHALAC center (Water Center for the Humid Tropics in Latin America and the Caribbean). During these months, besides finishing with the office set-up and other administrative matters, the Annual Work Plan of the Center will be drafted, a fundraising strategy will be designed and potential strategic allies will be identified. From 3 to 11 March, Ms. Montañez will be visiting the Ramsar Secretariat in Gland, Switzerland, for an induction period to learn about the Convention and its functioning, and to discuss regional priorities.
