DECISION N°6

Concerning the designation of new Wetlands of International Importance in the upper Niger Basin in Guinea

The 7th Summit of NBA Heads of State and Government held on February 16, 2002, in the Conference Hall of the ECOWAS Secretariat, in Abuja, Federal Republic of Nigeria,

CONSIDERING

· The prime importance of hydrological systems in meeting the social and economic needs of populations in the nine countries of the River Niger,

· The vital role of the River Niger as a support to the biological diversity of aquatic and land ecosystems in the River Niger basin

· The importance of integrating the conservation and sustainable integration of wetlands in the management of basins

· The efforts of the NBA and its member countries in their contribution to sustainable development at the world level

· The registration of six new wetlands of international importance (including the River Niger and its major tributaries in the Upper Basin) with a total surface area of 4,550,000 ha, with support from the WWF (World Wildlife Fund) and the Bureau of Ramsar Convention

· That the achievement in Guinea entitled 'Water Tower for West Africa" represents an important contribution to the "International Year of the United Nations Mountain 2002"

DECIDES

· That the Executive Secretariat should notify this achievement to the Secretariat of the United Nations

· That the member countries should initiate the designation of an additional network of wetlands of international importance in the River Niger basin, including those with the highest value of points in terms of their biological diversity and importance for local communities.

Relative à l'inscription de nouvelles zones humides d'importance internationale dans le Haut Bassin du Niger en Guinée

La 7ème Conférence au Sommet des Chefs d'Etat et de Gouvernement de l'ABN tenue le 16 février 2002 dans la salle de conférence de la CEDEAO à Abuja (République Fédérale du Nigeria),

CONSIDERANT

* l'importance primordiale des systèmes hydrologiques pour la satisfaction des besoins, sociaux et économiques des populations des neuf pays du Bassin du fleuve Niger,

* le rôle vital du Fleuve Niger en tant que support de la diversité biologique des écosystèmes aquatiques et terrestres de son Bassin,

* l'importance d'intégrer la conservation et l'utilisation durable des zones humides dans la gestion des bassins,

* les efforts de l'ABN et de ses Etats membres dans leur contribution au développement durable à l'échelon global,

* l'inscription de six nouvelles zones humides d'importance internationale (comprenant la source du Fleuve Niger et les principaux affluents de son Bassin) d'une superficie totale de 4.550.000 hectares, réalisée avec l'appui du WWF (Fonds Mondial pour la Nature) et du Bureau de la Convention RAMSAR,

* que cette réalisation de la Guinée, "Château d'eau de l'Afrique de l'Ouest", représente une contribution importante à "l'Année Internationale de la Montagne des Nations Unies-2002",

DECIDE

* de la notification, par le Secrétaire Exécutif de l'ABN, de cette oeuvre au Secrétariat Général des Nations Unies,

* de la désignation par les Etats membres de l'ABN d'un réseau supplémentaire de zones humides d'importance internationale dans le Bassin du Fleuve Niger, comprenant notamment celles recelant la plus grande valeur des points de vue de leur diversité biologique et de leur importance pour les communautés locales.
