Ecuador crea Comité Nacional Ramsar

Nos complace anunciar que el Gobierno del Ecuador ha constituido oficialmente el Comité Nacional Ramsar por decreto presidencial 1152, publicado el 23 de diciembre de 2003. El Comité trabajará estrechamente con el Ministerio del Ambiente y será la instancia política máxima de asesoramiento en materia de planificación y coordinación de las actividades relacionadas con la aplicación de la Convención de Ramsar en el Ecuador. Esta buena noticia se suma a la reciente creación del Comité Nacional de Humedales en Brasil en octubre de 2003.

El comité estará integrado de la siguiente forma:

• El Ministro del Ambiente o su delegado, quien lo presidirá.
• Un delegado del Ministerio de Relaciones Exteriores.
• Un delegado del Consejo Nacional de Recursos Hídricos.
• Un delegado del Programa de Manejo de Recursos Costeros.
• Un representante de cuatro comités regionales Ramsar (a establecerse en las diferentes regiones del país).
• El Presidente del Comité Ecuatoriano para la Defensa de la Naturaleza y el Medio Ambiente (CEDENMA).
• Un representante del sector empresarial, designado por la Cámara Nacional de Acuicultura.
• Un representante de la Coordinadora Nacional para la Defensa del Manglar.
• Un representante del Consejo Nacional de Educación Superior (CONESUP).
• El Coordinador Nacional para el Grupo de Examen Científico y Técnico de Ramsar.
• Los coordinadores nacionales Gubernamental y No Gubernamental del Programa de Comunicación, Educación y Concienciación del Público de Ramsar.
• Los delegados nacionales al Consejo de Wetlands International.
• El Director de Biodiversidad y Áreas Protegidas del Ministerio del Ambiente, quien actuará como secretario.

El Comité tendrá competencia para asesorar al Ministerio del Ambiente y otras instituciones del Estado sobre la aplicación de la Convención Ramsar, así como para impulsar y evaluar la aplicación del Plan Estratégico y las resoluciones de las COP. También se le confieren las funciones de apoyar el desarrollo e implementación de políticas nacionales de humedales; analizar y dar recomendaciones sobre futuros sitios Ramsar en el país; revisar y evaluar propuestas de proyectos sobre humedales que requieran aval del Ministerio del Ambiente; y asistir al mismo en el planteamiento de la posición nacional ante las Conferencias de las Partes y la revisión del informe nacional.

El comité se reunirá ordinariamente cada seis meses o extraordinariamente por convocatoria del presidente o solicitud de al menos tres de sus miembros.

Ecuador establishes National Ramsar Committee

The Secretariat is pleased to announce that the Government of Ecuador has officially established its National Ramsar Committee by presidential decree No 1152 published on December 23, 2003. The Committee will work closely with the Environment Ministry and will be the highest political body assisting the planning and coordination of activities related to the application of the Ramsar Convention in Ecuador. This good news adds to the recent creation of the National Wetlands Committee in Brazil in October 2003.

The Committee includes the following members:

• The Environment Minister or his/her delegate, acting as chair
• A delegate of the Ministry of Foreign Affairs
• A delegate of the National Council of Water Resources
• A delegate of the Coastal Resources Management Program
• A representative of the tour regional Ramsar Committee (to be established in the different regions of the country)
• The President of the Ecuadorian Committee for the Defense of Nature and the Environment (CEDENMA)
• A representative of the business sector, designated by the National Aquaculture Chamber
• A representative of the National Coordinator for the Defense of Mangrove
• A representative of the National Council of Higher Education (CONESUP)
• The national STRP Focal point for Ecuador
• The government and NGO CEPA focal points for Ecuador
• The national delegates to the Wetlands International Council
• The Director of Biodiversity and Protected Areas of the Environment Ministry, acting as secretary.

The Committee has the competence to assist the Environment Ministry and other State institutions regarding the application of the Ramsar Convention, as well as furthering and assessing the application of the Strategic Plan and the COP resolutions. It is also given the mandate to assist in the development of national wetland policies; give recommendations regarding possible new Ramsar sites in Ecuador; review and assess project proposals regarding wetlands and requiring the endorsement of the Environment Ministry; and assist the latter in the revision of the national report and the national position before the Conferences of Parties.

The Committee will meet ordinarily every six months, or extraordinarily by appointment of the president or request by at least three of its members.
