Development of the Convention's Strategic Plan 2009-2014
| Action requested: The Standing Committee is asked to consider the Subgroup on Resolution VIII.45 taking the editorial lead on the development of the Strategic Plan 2009-2014, with the Secretariat to provide a clear process by SC35. |
1. In Resolution IX.8 the Parties recognized that the Framework for the implementation of the Convention's Strategic Plan 2003-2008 in the 2006-2008 period provides a basis for the Secretariat and the Standing Committee to trial a new approach to promoting, monitoring and measuring the implementation of the Convention in the 2006 -2008 triennium, and so instructed the Standing Committee to develop and implement a comprehensive and inclusive process for the development of the Convention's Strategic Plan 2009 -2014, for consideration by Ramsar COP10.
2. In the discussions at regional meetings and the COP itself, the view was consistently expressed that the Strategic Plan to be adopted at COP10 would need to consider more realistic global targets than those adopted at COP8. The form of work plan for the Convention 2006-2008 to be adopted by the Standing Committee at this current session should guide the general form of the next Strategic Plan.
3. Document SC34-4 suggests that the Subgroup on Resolution VII.45 be charged with developing the Strategic Plan 2009-2014, in conjunction with the Secretariat. Should this become a firm decision by Standing Committee, the Secretariat would seek the views of the Subgroup on the process and timelines to be followed, but it would be expected that a clear project for the drafting of the Strategic Plan would be presented to SC35 in early 2007.
