Management plan for the Beung Kiat Ngong Ramsar Site, Lao PDR

The Beung Kiat Ngong Wetland, Lao PDR was designated as a Ramsar Site in September 2010 when the country acceded to the Ramsar Convention. The wetland is unique because of its diverse range of wetland types, such as lakes, marshes, and peatlands, for being an important spawning site for fish, and for having a high biodiversity value. At the same time, the site also supports the livelihoods of some 11,500 people in 13 villages.

The Government of Lao PDR, with support from IUCN, has taken key steps to conserve Beung Kiat Ngong, especially in establishing a dialogue with the community to build their support and involvement for its conservation. This dialogue recently resulted in the drafting of a community-based 5-year (2013-2017) management plan for the site.

The long-term objectives of the management plan are summarized below:

1) To ensure the conservation and restoration of the site by working with the local communities to decrease overfishing and overharvesting and improving land use planning at the site. The community will also be involved in site management and monitoring through the establishment of community patrols and participatory workshops and training.

2) To maintain and enhance the food security, livelihoods and incomes of the community by increasing the yield from rice cultivation and diversifying cultivation.

3) To maintain the cultural value of the site by documenting and disseminating local tradition and history.

4) To prioritize local communities involvement in the management process and improving coordination between local authorities and the village level in order to maintain the collaborative dynamic initiated during the drafting of the plan.
