The new Resolution for CEPA........ (26/11/08)

Dear CEPA list members:

We are making steady progress in finalising the Resolutions adopted at the COP and you can now download quite a few of them, including the CEPA Resolution, here caxref:3380. The new CEPA Res is available here caxref:3380 in Word and PDF format as Resolution X.8

The Convention’s Programme on communication, education, participation and awareness (CEPA) 2009-2015. Approved at COP 10 on 31 October, the draft Resolution passed through with only minor changes under the watchful eye of the Convention's CEPA Oversight Panel.

With it’s vision essentially unchanged from the previous programme of ….

People taking action for the wise use of wetlands

the programme includes recommendations for all actors, including the Secretariat itself. It encourages the production and distribution of effective tools and strategies that move people from a basic awareness to a higher levels of understanding that allows them to participate directly in the management of wetlands.

The programme follows on from past Convention CEPA programmes but introduces one important change with the incorporation of participation as an integrated area of activities. The Convention believes that Communication, Education, Participation and Awareness reflects more accurately the full set of activities that help achieve the goals of the CEPA Programme.

The Convention, especially the designated Government and Non-government CEPA Focal Points in all Contracting Parties, has some significant partners to work with in delivering the CEPA programme and looks forward to working with the following partners in the delivery of this important programme

  • International Organisation Partners of the Convention (BirdLife International, IUCN, International Water Management Institute, Wetlands International, and WWF)
  • The Wildfowl and Wetlands Trust’s  Wetland Link International Programme
  • The Advisory Board on Capacity Building for the Ramsar Convention
  • Other Related MEA’s …………………..

………….. and of course many, many other potential collaborators too numerous to mention.

One other change that hopefully will be of assistance in tracking implementation at the national and sub-national level is to be found in Appendix 3 where a table is provided to allow a simple tracking of key CEPA actors and the key areas of implementation

Hope you can find the time to look through the Programme and see how you might become involved if you are not so already.

With best wishes, Sandra Hails, Ramsar Secretariat
