China's National CEPA Action Plan

Greetings everyone :

It's been a while since I reported a new CEPA Action Plan so it is with great pleasure that I share with you now China's National CEPA Plan for Wetland Protection in China. Available on our web site in English and Chinese, the plan has been developed by the State Forestry Administration (the Ramsar Administrative Authority in China) with funding from Ramsar's Small Grants Fund.

Chapter 1 begins with an overview of wetland conservation in China and then includes a section detailing the current status of wetland conservation and management in the country with some discussion on the role of publicity and education.

Chapter II introduces the methodology used to conduct a survey on the current status of public awareness. This includes a questionnaire targeted at staff of government agencies involved in wetland management, the general public living in and around wetlands, and student groups. This chapter then goes on to illustrate graphically the results of the survey.

In the third chapter the planners briefly review the organizations that are currently active in producing publicity materials and delivering education on wetland conservation in the country, including various government sectors s well as NGOs, research and education institutions. This chapter also identifies the key targets for these materials and activities and the many positive outcomes of 10 years of activity, concluding with an assessment of the gaps and challenges that still exist. This sets the scene for chapter 4 which develops guiding principles and both long-term and immediate objectives of the plan. To realise the objectives, this chapter goes on to outline 31 activities to be carried out by the diverse wetland actors in China.

The final chapter identifies measures that need to be taken to support the implementation of the plan, including for example, measures associated with capacity building, increased financial input etc.
