Small Grants Fund Project Successfully Concluded in the People's Republic of China

The Government of the People's Republic of China has a newly established policy to place wetland conservation at the top of the agenda. As such, they have taken a series of policy and planning actions to promote wetland protection. The Office of Wetlands Conservation and Management, State Forestry Administration in the Peoples’ Republic of China (OWCM) has carried out and successfully concluded a project to develop a National CEPA Action Plan for the protection of wetlands in the country entitled “National Communication, Education and Public Awareness (CEPA) Plan for Wetland Protection in China” with financial support from the Ramsar Convention’s Small Grants Fund.

Through implementing this project, OWCM aimed to find solutions for the main problems relating to wetlands CEPA in China. Challenges include poor public awareness about the need for wetland protection in China, insufficient coordination of CEPA activities on wetland protection among various sectors and non-governmental organizations (NGOs), and the lack of an agreed and comprehensive CEPA programme for wetland protection in China from August 2008 to January 2010. During the project period, the following achievements were made through cooperation with related administrative organizations, NGOs and civil society at the national and provincial levels:

  • A national communication, education and public awareness (CEPA) plan for wetland protection in China was completed and distributed.
  • Improvements were made to the planning and coordination of CEPA activities in China.
  • A coordination mechanism was established between various sectors and NGOs.
