From the Caribbean island of Puerto Rico; earned his bachelor's degree in Environmental Science from the University of Puerto Rico in San Juan in 1994. He has just completed his master's degree in Environmental Policy and Management from the School of Foresty and Environmental Studies at Yale University in Connecticut, USA. He is fluent in Spanish and English and has work experience in many aspects of wetlands work, including hazards assessment and environmental impact assessment, restoration, and community involvement. Represented Yale University in TaeKwonDo competitions.
