Pledge of Commitment to the CBD from the "Ramsar Partners"

In light of the global freshwater crisis, and its impact on biological diversity, particularly of wetlands (including coastal zones and inland waters), we welcome the early focus that the Convention on Biological Diversity has given to wetland biodiversity issues, namely: the Jakarta mandate on marine and coastal biodiversity; and the proposed programme for the biodiversity of inland waters.

We believe that active and formal partnership between existing relevant Conventions, and between governmental and non-governmental organisations at all levels will greatly enhance the effectiveness of measures taken under the CBD, and we strongly endorse the role identified for the Ramsar Convention as the lead partner in CBD efforts concerning inland waters (Decision III/21, and MoU between Secretariats signed in 1996), and the proposed CBD-Ramsar Joint Work Plan (SBSTTA recommendation III/1).

Considering that the Ramsar Convention on Wetlands receives the direct and formal support of four international non-governmental organisations ("the Partners", listed above), that these Partners were instrumental in the creation and development of the Convention, and that they have contributed substantially to its implementation,

THE RAMSAR PARTNER ORGANISATIONS, USING THEIR NETWORKS AND AVAILABLE RESOURCES, HEREBY PLEDGE TO SUPPORT THE CBD FOR THE CONSERVATION OF THE BIODIVERSITY OF INLAND WATERS AND MARINE AND COASTAL AREAS, THROUGH:

dotbluedark.gif (919 bytes)Continuing and direct support to the implementation of the Ramsar Convention Strategic Plan 1997-2002, including actions relating to strengthened cooperation and synergy with the CBD.

dotbluedark.gif (919 bytes)Assessment of how the Partners can best contribute to the proposed Joint Work Plan between CBD and Ramsar; the results of this assessment to be delivered to the Convention Secretariats by 30 September 1998.

dotbluedark.gif (919 bytes)Direct support to both Convention Secretariats and their scientific and technical bodies, to enhance the quality, extent and speed of delivery of the proposed Joint Work Plan.

dotbluedark.gif (919 bytes)Support to the CBD Contracting Parties for the implementation of the decisions of COP4, for example with development of national plans and policies, management actions for biodiversity conservation, assessment and monitoring programmes, capacity building and exchange of know-how, and raising of awareness.
