The 5th Meeting of the Conference of the Contracting Parties, Kushiro, Japan : 9-16 June 1993


RECALLING Article 67, paragraph 2 (c) of the Convention on Wetlands of International Importance, especially as Waterfowl Habitat;

AMAZED at the Herculean efforts constantly deployed by all members of Staff in the discharge of their duties at the 5th Meeting of the Conference of the Contracting Parties;

ASTOUNDED at their energy and alacrity;

FURTHER ASTOUNDED at their charm, good humour, street credibility and general round good vibes;

TOTALLY FLABBERGASTED by the twitching of Blakiston's Fish Owl (Ketupa blakistoni giganticus)

BLOWN AWAY by the additional guidance members of Staff have provided in respect of the guidelines on the Wise Use of the 5th Meeting of the Conference of the Contracting Parties;

DIMLY RECALLING the pleasures of a cup of coffee taken at leisure;

GRATEFUL for the efficacy of the meteorological authorities in ensuring the area was surrounded by mist so that Staff were not tempted to leave the Conference Centre;

GRIEVOUSLY AWARE of the speed at which the doughnuts vanish;

PONDEROUSLY CERTAIN that never before have so many carbohydrates been consumed by so few in so short a time;

ETERNALLY GRATEFUL for the possibility of blaming the unlikely event of any shortcoming of the Chair, Secretariat, Contracting Parties, observers, partner organisations, or NCOs on faulty interpretation;

THE PARTICIPATING PARTIES IN THE NTH PART OF THE PARTIAL PARTICLE

CALLS UPON the 5th Meeting of the Conference of the Contracting Parties to consider the possibility of, as far as may be appropriate and desirable, declaring all (or as many as possible) members of Staff, within the limits of budgetary constraints and of the discretion of the Secretary General, "living international treasures";

EXHORTS the Contracting Parties to develop studies towards the elaboration of a protocol to provide a potential definition for eventual adoption, by some distant future meeting, of the concept of "living"; and finally,

EXPRESSES ITS CONVICTION that some participant will find a mistake in the present document and call for Revision 37493.
