General information

The 11th Meeting of the Conference of the Contracting Parties to the Ramsar Convention on Wetlands (COP11) will be held in Bucharest, Romania from 6 – 13 July 2012. Ramsar Contracting Parties, or member states, will gather to assess the progress of the Convention and the sustainable use of wetlands to date, share knowledge and experience on technical issues, and plan their own and the Secretariat’s work for the next triennium.

The slogan for the conference is “Wetlands: home and destination”, following the Standing Committee's decision to focus the COP on wetlands, tourism and recreation.

The 11th Meeting of the Conference of the Parties to the Convention (Ramsar COP11) will be held in Bucharest at the Palace of Parliament, Romania, from 6 – 13 July 2012, with the 44th meeting of Standing Committee planned for 4 July 2012, and an additional day of regional meetings on 5 6 July, as requested by many Contracting Parties.

Eligibility

In addition to official delegations from the Contracting Parties, eligibility to participate in the COP as observers is extended to delegations from the governments of non-Party states and to representatives of intergovernmental organizations, of recognized non-governmental organizations that are working in the field of wetland conservation and sustainable use, and of government agencies that are not part of their country’s official delegation.

Practical Information

Accommodation

The city of Bucharest has a large range of hotels available and, given this extensive choice, the host country Romania has decided not to manage hotel bookings for participants at COP11. The Secretariat, as in the past, will be using the company MKA to arrange hotels for the Secretariat, translators, interpreters, and sponsored delegates. As a private initiative MKA is also offering hotels at special rates to participants. For those interested, further information is available at www.mkahotels.com/bucharest.

It is highly recommended that you make your hotel reservation as soon as possible as July is a very busy month in Bucharest.

Visas

As is usually the custom for international events of this nature, the Ministry of Environment of Romania, in cooperation with the Ministry of Foreign Affairs, will take all necessary steps to speed the visa granting procedure as much as possible for all delegates and observers invited by the Convention Secretariat.

Information on visas is available on Romania’s Ministry of Foreign Affairs Web site (http://www.mae.ro/en/node/2035), where participants can find out if they need a visa, as well as the list of countries where Romania is represented through embassies and consulates (http://www.mae.ro/en/romanian-missions#724).

Citizens of countries for which an entry visa for Romania is required should contact the relevant Romanian embassy or consulate. Participants are encouraged to make arrangements in order to apply for Romanian entry visas, in due time, but no more than 3 months in advance of the date of arrival.

Participants also need to note that in some cases they may need a transit visa or visas through another country, or countries, before entry into Romania. Please establish the likely transit point(s) and make arrangements to obtain a transit visa before departure from your country. A summary document of essential visa information is available here (in PDF).

Side events

Ramsar COP11 will provide the opportunity for participants to hold a number of side events on global and regional themes relevant to the Convention and the COP11 issues. Secretariat staff have assessed the proposals for their relevance to COP themes and in light of available rooms and time slots. See the list with the results of that assessment below.

Excursions (complimentary excursions on 11 July and optional post-COP11 excursions)

A broad range of complimentary excursions will be available to all registered participants for 11 July, when the Secretariat prepares final revised versions of all negotiated documents. Details are available on the official site of COP11 of the host country, www.ramsar.ro. Sign-up for excursions will take place at the information desk after registration at the COP.

Post conference excursions of 3, 5 or 7 days will be available for the participants to Ramsar COP11, provided for hire through the host country's arrangements with tour groups. More information on the tour packages (reservation, details on destinations, duration, programme, and costs) are available on Romania's official COP11 website at www.ramsar.ro. Participants will also have the possibility to purchase the tour packages during the COP11 at the Information Office for delegates arranged inside the venue.
