Proyecto de emergencia del FPS para prevención de incendios en sitio Ramsar de Costa Rica

El sitio Ramsar Caño Negro, una laguna somera de agua dulce cercana al límite con Nicaragua y rodeada de bosques y pantanos inundables estacionalmente, ha sufrido el impacto de graves incendios forestales, en especial en temporadas de fenómeno de El Niño, acentuados por la costumbre ancestral de quemar los terrenos por parte de los agricultores locales. Sólo en este año, 4000 ha han sido afectadas por las llamas. Esta emergencia ha superado la capacidad operativa y de personal existente, por lo que se requiere una acción urgente para implementar una estrategia de prevención y control de incendios en el lugar. El Fondo de Pequeñas Subvenciones está financiando un proyecto de emergencia con 13500 francos suizos para realizar un estudio de impacto ambiental (EIA) en el área, crear brigadas de prevención y manejo del fuego con las comunidades locales, mejorar la infraestructura y adquirir equipos de bomberos, así como desarrollar una campaña educativa sobre el uso racional de los humedales. El proyecto, que comenzará en agosto-septiembre 2003, será ejecutado por los administradores del Refugio Nacional de Vida Silvestre Caño Negro.

SGF emergency project for fire prevention in Costa Rica Ramsar site

Caño Negro Ramsar Site in Costa Rica, a shallow freshwater lagoon near the Nicaraguan border, surrounded by seasonally inundated marshes and woodland, has suffered from the effect of serious forest fires, especially during El Niño years, worsened by the tradition of burning fields by local farmers. Early in 2003 4,000 ha were scorched by flames. This emergency has overstretched the available equipment and personnel, so urgent action is needed to implement a forest fire prevention and control strategy for the site. The Small Grants Fund is funding an emergency project there with 13,500 Swiss francs to carry out an Environmental Impact Assessment of fires in the area, create fire brigades from local dwellers for fire management and control, improve infrastructure and acquire fire fighting equipment, and implement an environmental education campaign about the wise use of wetlands. The project, starting in August-September 2003, will be undertaken by administrators of the Caño Negro National Wildlife Refuge.
